Much like the Jet Accelerator, you are required to find blueprint parts for the Steering Wheel. However, this item asks for 4 parts that are scattered out in space.

How to Get Steering Wheel Parts
The first blueprint part can be found in the Engineering Shuttle. Head to this ship and you will find the steering wheel in the front of the window and next to a dead alien. This is also the first time you trigger this mission, highlighting that you need to collect three more parts to complete the blueprint.
The second part can be found in the Liner Main Weapon Engineering Shuttle, where you need to go to the lower left region of the map, through the asteroids. A ruined space shuttle will contain the second part you need.
The third part can be found in the Space Cave Engineering Shuttle. When you reach the shuttle, head to the ruins of the cargo shuttle on the left. Continue straight towards the wall and then slide through the space to the right. The steering wheel part will be floating out in space tethered by a cable.
The final part can be found in the Warp Station Escape Shuttle, which can only be obtained when you lower the radiation 6/6. Enter the blue shuttle and you will find the part inside.
