Unlocking the Spirit Calling Bell is actually tied to story progression and you have to rest on the first three Sites of Grace before unlocking the NPC which grants you the Spirit Bell. You will be approached by Melina near the Gatefront where you will unlock your third Site of Grace, Torrent, your horse along with the character progression.
After this, make your way to the Church of Elleh. Reach the church and you will notice a new NPC is located here. Speak with her and she will grant you Spirit Calling Bell, Spirit Ashes, and Lone Wolf Ashes. Complete the dialogue and then you can equip the Spirit Bell in your inventory to call the Spirit Ashes when the game allows you to do so.
