If you look at the top-right corner of your screen, you will see that there is a meter that represents your legend level at that particular time. At the start of the game, this is pretty low and as you play the game and perform different tasks in the game, it will continue to increase in the game. Increasing the rank is vital because it will allow you to unlock new abilities and making you more effective in combat in the game.
Since Ghost of Tsushima features soft RPG mechanics, it means that a higher level will make you more powerful against lower-level enemies as well. At the start, you will be pretty weak against all types of enemies but increasing your level will allow you to increase your level even more and make you more powerful against enemies that you were unable to fight before. You should also note that you will not be able to fight certain enemies unless you increase your level to at least match theirs to make the fight even.
