Gold Bottle Caps are also earned the same way as the normal Bottle Caps. While the Bottle Caps lets you max out a single individual level of a Pokémon, the Gold Bottle Cap will max out all the individual levels of a Pokémon when you use it.

It will not be so easy to obtain a Gold Bottle Cap, but they can be rewarded after you complete Max Raid battles or search for the items near the Battle Tower.
