How to Compete Dragon Banner Quest
The first task in this quest is to go meet Istiana and Arzagos. Both these characters can be found in their residences at different locations. Istiana can be found in Epicrotea, while Arzagos is in Marunath.
Meeting and talking to them both have the same objective but different ending results. Istiana and Arzagos will both want you to first rebuild the banner, but one of them would want you to rebuild the empire, while the other would want you to destroy it. However, you have to agree to both of them to complete the quest. Choosing the fate of the empire will happen later when you have assembled the Dragon Banner.
Now that you are ready, you have to look for three missing pieces of the banner and rebuild it. One of the pieces is already given you to at the starting of the quest, while the other two can be found in the same regions where Istiana and Arzagos reside. In this case, you have to look for the missing pieces in Marunath and Epicrotea. The missing pieces can be found in the hideout locations that will be marked on the map.
After collecting the pieces you now have to decide on the fate of the empire. Going to Istiana will rebuild the empire, while Arzagos will want to destroy it. Once you have decided, you can give the banner to either of the characters to complete the quest.
