For this very purpose, hack-lock on them which will show their strengths and weaknesses along with their unique stats and access to vehicles or weapons. Once you are satisfied with the candidate, approach them and a marker will appear over their heads which will allow you to start the recruitment process.
After interacting with them, the potential candidates will ask you for a favor which is essentially a recruitment mission. Once the mission begins, follow the waypoints and complete all of the requirements for the mission. Once you manage to successfully complete the mission, the candidate will thank you and as a reward, will join your cause against Albion. If you fail the mission, the candidate will start hating DeadSec however you can try to recruit them again with a different operative and with the Deep Profiler Gadget unlocked. Make sure that you try not to upset the candidate anyway or you will fail the mission.
