The first method that guarantees that you obtain Gunpowder is by completing Ambushes. These are marked on the map and are highly infested with enemies. Ambushes require you to take out all the enemies that are protecting the crate and then go for the loot. Completing Ambushes always gives you Gunpowder and weapon upgrading materials.
The second best way to get Gunpowder is by collecting if from Supply Drops. In total, Far Cry 6 has 20 Supply Drop in different locations on the map, giving you plenty of Gunpowder to upgrade your weapons.
