Call of Duty Black Ops 4 releases October 12, 2018 on PlayStation 4, Xbox One and PC platform. The PC version will be available on Blizzard Entertainment store. Blackout is battle royal mode introduced for the first time in Call of Duty series.
We recently came to know that on PC at launch, the frames per second (fps) will be capped at 120. This will be exclusively to PC version only. Since there are no fix frame rates for PC platform, anyone who has a beefier hardware can push the fps above 30fps. This in general will cause server instability during multiplayer online gameplay.

Treyarch said that 120 fps cap will be implemented for launch only. If the servers went stable for few weeks, the fps cap will be increased to 144fps. Even better, if the server progression further continues, the blackout will get uncapped fps at later stages.
Treyarch said in a recent blog post on r/Blackops4 that:
Since the framerate affects the load on the servers, we want to ensure that the game delivers a great playable experience for everyone who dives in those first moments. This is the right plan to ensure a smooth, playable game for the whole community out of the gate
Call of Duty Black Ops 4 runs at 1080p (1920 x 1080) on standard PlayStation 4 system. The PlayStation 4 Pro however runs the game at 4K (3840 x 2160). However, the game adopts temporal technique to reconstruct and combine frames rendered at 1920 x 2160. This becomes worse when dynamic scaling was added, resolution drops drastically then.
This was tested in beta stages of the game but the final version of game may perform different.
