The keycard requires no special task for you to do in order to get it, however, you need to explore the area past the terminal in the Constable’s Office.
One of the rooms here will have a body lying on the ground. Use the Discrepancy Amplifier to scan it for information and then search the table behind with the speakers. On the table, you can find the Constabulary Terminal Keycard in plain sight, placed over some papers. Picking it up will be stealing, but this is the only way you can get it to access the Terminal.
Now that you have the Terminal Keycard, head to the Terminal where you can use the Keycard to access more secrets of the Murder of Eridanos DLC.
