Safe House allows Sam to access a private room anywhere you want. This means that it is essentially a place to rest Sam and to pacify the BB. You can also save your game and have access to all activities like in any other private room.

How to Unlock and Build Safe House

To get the ability to build Safe Houses anywhere you want, you need to complete Order number 29. This order requires you to first build a Safe House with the materials you have in a specific location. Order 29 is a kind of a tutorial mission that teaches you how to build a Safe House. It is taken from the Weather Station.

Order 29 requires you to carry a lot of items. These alone cannot be carried by Sam, even if he has the Power Exoskeleton. It is best to have two Floating Carriers, and a Power Skeleton which will load up the require material to build a Safe House. The last item you need is Level 2 PCC, which is the main thing that can build your Safe House.

When you are ready with everything you need, it is time to head out to build the Safe House. The location will be marked south of the Weather Station. You do not have to travel around to get to the location, and all you have to do is head straight south towards the location where the Safe House needs to be built.

Once you reach the location, choose the Level 2 PCC and then choose the option to build a Safe House. When it is constructed, deposit the materials in the Safe House by pressing the options button. This will complete Order 29, and you will now know how to make a Safe House wherever you want. It will require you to carry a lot of items though, so it is not a walk in the park.
