To get the Ethereal Charms, you need to make your way to the Anchor of Light region on The Moon. From there, you need to go to The Temple of Crota, which can be reached from a narrow canyon path. Once in the temple, you will find a lot of enemies, but you can ignore and run past them.

Now head in deeper in this temple until you reach a large circular area with a big object right in the middle of this area. Here you will find the Ethereal Charms, along with a lot of enemies that you have to deal with as well. Or you can ignore them, watch out for your health and then collect the items you need for the quest.
