To take pictures in Watch Dogs Legion, you will be required to access your Character Wheel. This is the same menu that allows you to switch between your weapons and gadgets. On the Xbox One controller, you can access this menu by holding Up on the D-Pad which will show you all of the available options currently available to your character. On this screen, if you look on the right side, you will see the corresponding button (Y) for the Photo Mode as well.

Simply press this button and this will open up your Photo Mode. Now you can move the camera around, play around with different settings and take the picture however you want. You can also use this same Photo Mode to take pictures of Photo Evidence challenges to increase Defiance in London against Albion as well.
