The All In weapon can be found in a certain location of the new DLC, where you will find a lot of hostiles that will shoot you down on sight. However, one of the quests in the DLC allows you to enter this location as part of the mission, where you can then take a detour to get the weapon and add it to your inventory.

How to Get All In Heavy Weapon

During your story gameplay of the Murder on Eridanos DLC in The Outer Worlds, you will find one of the early quests called “Lord of Blight” where you have to go talk to Sedrick Kincannon in Piraeus Spaceport. In the quest, you have to go to the Sublight Freight Storage area.

This quest allows you to get inside this storage area without any conflict with anyone or stopping you. You can sneak inside if you don’t want to partake in the quest, but why take the risk this early in the story gameplay of the DLC. Head inside and you will have the objective to the person inside in the main area, after passing through the lobby.

Instead of continuing ahead to the person, go to the right towards the area with containers and the crates. Head to the area with the purple light illuminating it, and you will find an open shipping container with the All In weapon inside.
