Managing District Unrest and Avoiding City Anarchy in XCOM: Chimera Squad

In the Field Office, you will have access to the main city map which shows you the condition of all of the districts in the city. City Anarchy is not limited to just one district. It is combined of all districts so even one district reaches the maximum level of District Unrest, it will continue to add towards the City Anarchy gauge at the top of the screen. This addition is visible at the end of every day. When this gauge fills up, it is game over for you.

If you see some districts in red on your map, it means that these cities are currently at the highest level of District Unrest. You must work towards lowering District Unrest in these districts otherwise they will start contributing towards the accumulation of City Anarchy. Districts marked with red should be your priority. Having such a high value of District Unrest will increase the difficulty of missions as well so it is vital that you keep it as low as possible.

To lower District Unrest, you must complete main story missions, use the ability of your Field Teams or head to the Specs Ops menu, and choose a Humanitarian Aid mission. All of these will lower your District Unrest which will ensure that your City Anarchy also stays low. You should try to avoid pushing your districts into the red or critical zone in the first place. When you see that the District Unrest is about to reach the ‘red’ status, try to lower it as soon as possible.
