You can tell the enemy tiers by their fighting style as well. Higher tier enemies will be better equipped and will use more advanced tactics while fighting you.

Assaulters
These are the basic enemies and low tier enemies in Highwaymen. They are lightly armored and wield pistols. High tier assaulters will come equipped with assault rifles but even then they do not pose too much trouble. They can be dispatched easily with stealth so try to use stealth with them as much as possible to preserve ammo for the other type of enemies.
High tier assaulters love cover and they will very frequently show their face just to shoot or switch to another cover. When it happens, use explosives to lure them out in the open and shower their bodies with bullets to kill them quickly. They also accompany other powerful enemies at which time they can be more annoying. Kill them first to make the fight easier with the bigger enemy.
Scavengers
The main goal of scavengers is to loot and escape. They rarely hold back and fight you. They are mostly on motorbikes or jetskis if in water. They will quickly loot and run back to their hideouts so they are very fast in movement. They are mostly found near Supply Drops so keep them away.
If you manage to kill a scavenger, make sure to loot their bodies as they always carry a lot more supplies than the normal enemies. However, you must be careful as when the time comes, they defend themselves with everything they have got. They are lightly armored. Assault rifles are best against them.
Brawlers
Brawlers love to get up close and personal with you. They are equipped with melee weapons and shields and they do not hesitate to use their shield as a weapon too. If they get too close, they can make your life hell. Try to kill them at a distance. Their shields leave their legs in the open, shoot at their legs to kill them easily.
Use heavy weapons such as assault rifles against them. Armor Piercing bullets are very effective against them and also try to land a grenade behind one to make them fly. Once you get past their shields, they have no armor at all so they go down very easily. Just make sure that they do not get close to you.
Berserkers
Berserkers are tougher enemies and you can easily identify them from their thick bodies and stronger stance. They also carry shotguns and prefer close combat due to their weapon of choice’s low range. They will run at you and try to kill you instantly with their high damage shotguns.
They are slower so you can use that to your advantage. Try to lay down some mines to make them explode when they are trying to get near you. Stick to long range weaponry against them because if they get close to you, you will not survive for long.
Gunners
Gunners love raining bullets on you. They come equipped with LMGs and they are also tough to kill because of their bigger and stronger bodies. The LMGs they carry have great range and are excellent are suppressing targets. They can also confuse you more than actually deal damage to you.
While going against them, just make sure to keep your cool. Stick to long range weapons and use cover. Stealth is exceptionally good against them and avoid face to face confrontation with them at all costs, Use Armor Piercing Bullets from a safe location to kill them quickly.
Flamers
Flamers are the most annoying enemies in Far Cry New Dawn as they can set you on fire and their flamethrowers also have a very decent range. They are extremely deadly at close range so if you see one close to you, run back instantly at a safe distance. Once advantage you have against them is your speed.
Carrying the big tanks and all that equipment makes the flamers very slow so they take their time to move around. Aim for the red big tanks at their back to kill them quickly. Firing at the tanks make them explode thus killing the flamer instantly.
RPG Wielders
RPG Wielders have the poorest accuracy in the game but they also pack the most punch. One hit from a rocket is enough to send you flying specially if you are in a vehicle. Avoid using vehicles in areas where you know RPG Wielders are present. The best way to kill them is by distracting them while they are reloading.
This will make them confused and they will not be able to aim properly. Use this reloading window to kill them quickly. Stick to snipers and assault rifles while dealing with them. If you get too close to them, their rockets will make short work of you if they hit you.
Snipers
Snipers can be easily seen in their high-perch locations and red aiming sights. They are mostly sitting away from major action points and will use their high powered rifles to eliminate enemies from a safe distance. The best way to counter them is by sniper rifles or using stealth.
They may be deadly at range but at close range they are very vulnerable. Use stealth if they have not seen you yet otherwise use cover if they know of your location and try to get to their back or close to them to render their long range weapons useless.
Enforcers
Enforcers are the most heavily armored enemies in the Highwaymen lines. They always come accompanied by other enemies and they are very difficult to take down with traditional weapons. We recommend using explosives against them to easily dispatch them. They are not only heavily armored but also the best equipped out of the bunch.
Enforcers come equipped with a variety of weapons and they switch out according to their mood. They have a yellow health bar so you can easily recognize an enemy whenever you see them. Killing enforcers will give you better rewards than from other enemies so always loot their bodies and use cover while taking them down. Lay down mines around them to kill them easily.
Booby Traps
Although not real enemies, these Booby Traps can make your life hell if you are not careful. They are set in different highwaymen vehicles and go off whenever you get in them and try to drive off.
If you hear a beeping sound when you enter a vehicle, it is about to explode. Get out of such vehicles quickly and run away. If you purchase the Hotwire Perk, all booby traps will be eliminated automatically.
